I mainly play FIFA 19, Fortnite etc., sometimes. Also record or stream videos. Which of the two PCs is more worthwhile for me? I would like to know if I can play the games at the highest settings in Full HD with over 60fps and how long the PCs are about in the future sufficient?

The only difference is actually the graphics card! Since the 1070 currently costs only 299 euro, the PC should cost only 900 euro.
In addition, an RX 580 is absolutely sufficient for the mentioned games.
Price performance is better with the 800 euro PC!
