They are assembled, yes. The one at Hardwareat has a 1000GB SSD, a better mainboard, a better processor and better RAM. The graphics card is the same, but different brands.
And console, because you can save yourself all the stress with a PC. It's not that cool, I already had experience. With the XBOX you can also play with the mouse and keyboard and the new consoles are a snap anyway. The games are becoming more expensive, but used they are quickly cheap and that's enough. But only if you really only want to gamble and don't want to work, stream, edit or anything with it.

No idea. It always depends on how the game was designed and since you don't try as much with the PC as you do with the consoles, it's even more difficult. Fortnite is also a game where you don't need such good components. Got a video here:
On epic about 90-100fps and in high you can already manage 120fps with your graphics card. Just always watch such comparison videos and see what you can expect in something.
