Is r9 380 4gb a good pc for fortnite and it brings a lot of fps because i wanted to buy a gaming pc and the one who sold it mur said that there are 200fps in fortnite medium setting

The R9 380 is a graphics card. A PC is operated with a graphics card, processor and RAM. A graphics card can only produce as many pictures as the processor can render. Means if you install a slow processor in your PC, then even the best graphics card will bring you nothing

So unfortunately I can't tell you how exactly the game will run on low. On the highest details you would have an average of 50-55 FPS.

I would subtract a few FPS from this
For fortnite every PC with 200 FPS is sufficient but is not necessary because I have never seen a monitor that has 200 Hz
