From 73 frames per second, your eye skips the excess in an animation because it is quite sluggish. However, it forwards the information to the brain that the movement is smoother, which makes it seem to you that you can see more images per second.
How do I come to the conclusion that the human eye is sluggish? Move your finger back and forth quickly and you'll see what I mean.
