So it should be enough to stream but not in Full HD Because I have upload here 150 And do not get Full HD out so I would vllt so with 720P or so stream

When streaming you would have to look how much you have in the upload, since you're uploading yes, you just have to try it, then you'll notice if it works or not
With the graphics card you win no more war. It is outdated and would even slow down an AMD Ryzen. Taking into account the DDR4 memory on your MoBo (memory list from the manufacturer note) should have the 16 GB would be better either on an AMD RX 590 with 8 GB or AMD Vega II to go. AMD Vega II requires a 750 Watt, the AMD RX requires a 550 Watt NT.
Likewise, a program / tool should take what little resources consumes.
I use, for example A costless Linux distribution (Linux Mint 19.1) with the latest Mainline Kernel 5.0 on an AMD Ryzen 1800X, 32GB DDR4 Ram (PC3200) and a Sapphire Nitro + AMD RX 580 with 8GB Ram. For this I use the tool vokoscreen with which I create live streams with a DSL 200K connection (cable) test method on HD. The ping is around 5ms. Fornite is also playable under Linux!
