I wouldn't take either. So that I would take one of them, they would have to be very cheap.

The Vega 8 is an IGpu, hardly any performance.

Hardly any performance is relative. Compare the vega 8 with an Intel UHD and that's a sports car.

Wouldn't pay more than 200 euro for it.
Anything over 250 euro would be too much for that.
So if you have a PC that Fifa can already do then just keep it.
The first PC was apparently tinkered with old components and the second put together by someone who has no plan, you can see on the far too powerful power supply.
On top of that, with 240 gig of total storage space, you can't really start gaming because the OS and everything else take up a bit of space.
But if you were willing to spend 150 euro more you would get a new PC with a 3400g. That would definitely be better than the 2nd PC.
Now the first one is interesting because it is quite cheap and has a 1050 in it. Which is not such a bad graphics card for the beginning. But that sounds to me almost like Ebay classifieds where fraudsters cavort. But the processor is really very, very old and could be too slow for the graphics card.
But the best thing to do is to really think about whether you're not spending a little more. Or keep whatever you have.

A little tip so far was older AMD graphics cards e.g. A R9 270 x or 280 x the 270 x is slightly worse than a 1050 ti so about 10% a 280 x is even 25% faster
Maybe you can dust one off reasonably cheaply, which has become a bit more difficult because hardwerrad unfortunately made a video about it
If you can get one of the mentioned graphics cards cheaply, you can buy a used PC without a graphics card at a significantly lower price or upgrade your old one
So honestly, better buy a new one, on your question: 144hz brings nothing but then only low settings maybe you're at just under kp watch the video then you know it

I'm offering a gaming PC that has an Intel Core I5 2500k and a Radeon R9 270 installed.
The power supply has 620 watts.
A 120 GB SSD from Kingston is also installed, as well as an ASRock mainboard and 8GB G.Skill RAM.
The case is a Zalman Z11 Plus with 2 blue LED fans (with only one side panel).
A suitable power cable for the PC is also included.
A little bit of ram because you can possibly help cheap the cpu is terribly old depends entirely on the price
