Are the Mexican Fortnite Skins Event Outfits?

I want to buy this paraglider (Spirit) from Dante and Rosita in Fortnite. The skins were so far I believe only on 02.11.2018 in the shop. Can they come back to the shop as usual or are they like the Skull Trooper "Event Skins", which will be back in the shop only this year?
