No and no. Agando doesn't have a particularly good reputation, and rightly so. It won't really run smoothly without a graphics card, except in low settings. If you have such a small budget, take a look at hardwarerat, dubaro or hardwaredealz. I do not recommend Agando.
For the fact that the PC only costs 350 EUR, you of course get very little (but adequate) performance.

I recommend you to save some more and then buy a PC that is worth around 1000 euro, in gta you would achieve about 30-40 fps because I myself had a pc with similar components.
Since the PC is delivered assembled, this means that the salespeople often ask for more money for the effort, etc. So if your parents, friends or maybe you are well versed with PCs and certainly do not install anything wrong, I recommend that you do not finish the PC to buy. Buy the components on e.g. Art or eBay. Then order it and when everything is there you build it in. In itself it is not that difficult, there are also many videos on YouTube;) In any case, you would save around 50-100 euro.
