Can't compare in my opinion. At FIFA, almost everything stays the same. Every year, CoD has new maps, weapons, launcher series and some gameplay changes. If that's your definition of "same game," that applies to most shooter series.
The setting unfortunately does not change the fact that the new parts are developed by people who do not carry the original spirit of CoD. If you e.g. For me, comparing BO1 and BO3 is a difference that is almost as big as other games.
Or compare Word at War and WW2. WaW just had an incredible atmosphere that is not felt at WW2. Alone the music…
