A cross-platform skill rating has been in place since October. You are thrown together with players of comparable game performance, but regardless of the platform. Therefore, a console player can definitely be awarded more PC players or mobile players.
Since in team-based matchmaking a single strong player significantly raises the group's average, the opponents are correspondingly more demanding. Either way, you would expect PC players. But more capable PC players are of course something against which console players can hardly see a country.
