That's nonsense, FPS → frames per second, frames per second remain frames per second. There can't be more pictures when it's 60. 60 is 60. It doesn't matter on which device
Whoever told you this… This is of course wrong! 60 FPS is and remains 60 FPS, no matter where. Somebody just wanted to talk the console a little nicer than it is, I guess.
In addition, you only notice the FPS indirectly, what you see on the screen and how smooth it is depends primarily on the refresh rate of the monitor / TV. And here too: 60Hz = 60Hz. However, the connected device must also be able to "produce" 60 FPS so that 60Hz can be displayed. That's the relationship between Hertz and FPS.
