Streaming requires many CPU cores / threads. Because in addition to the game, the video also has to be calculated and saved. So it's a double burden.
The i5-4xxx has only 4 cores / 4 threads - just enough for the game.
If you want to play and stream in full quality, I recommend the Ryzen 2700, which has 8 cores / 16 threads.
This CPU is not that expensive either, only you need a new motherboard (with X470 chipset) and 16 GB DDR4 RAM (3000 MHz).

The main problem is the processor, as it is under extreme load while streaming. At the same time, he has to run the operating system, calculate the game, create and render the video for the stream, and upload the whole thing in real time. But your i5 is just too weak for that.
But if you now buy a new processor, you probably need a new motherboard (because of other socket) and thus a new RAM (since no more current motherboard supports more DDR3 but only DDR4).
Under certain circumstances, then a new power supply is needed because you pull more power.
If you are serious about streaming, you will need to invest at least 400 euro. And of course, install the hardware yourself (or you can do it and pay for it even 50-100 euro).
Unfortunately, I do not see another possibility…
