The Ryzen 5 3600 is the better choice for gaming because it has better single core performance and offers a better IPC.
An 8 core CPU is definitely the better choice for streaming because these CPUs scale better with more cores and can better run other programs (e.g. For streaming) in addition to the game.
The optimum would of course be a Ryzen 7 3xxx or Ryzen 7 5xxx.
But if you don't have enough budget then the Ryzen 7 2700 (x) would be the better choice for streaming.
