Can I manage a GigaByte GeForce RTX 2070 Super and a Ryzen 7 3700X 240fps in Fortnite?

I have put together a PC, the GPU and CPU are at the top. Since I want to play at the top level in Fortnite, I'm considering buying a 240 Hz monitor together with the new PC. I would gamble on low graphics settings to get the most FPS. Can I do 240fps with the Konfi?

Yes you will

What hardware do you currently have?

Fortnite is not graphically demanding, not even at the highest settings, so the GPU is completely irrelevant for your fps, the CPU will set the limit (unless you would play in 4k, but at 240Hz it can only be a FullHD or WQHD monitor) .

Fortnite hardly or not very effectively uses multi threads (see https://www.tomshardware.com/reviews/fortnite-best-performance-benchmarks,5541-6.html)

So why you want to use an Octocore with SMT for FN is not clear to me. Clock> Threads is important here. Since you probably don't care about the efficiency and the IPC is not as important as high fps, in your case I would rather go for a 9600kf or similar. Go, good cooler on it like Mugen, Brocken or Macho and make sure that you run it as high as possible.

You can save on the graphics card if you actually want to play at the lowest settings in FullHD, a 1660ti is easily enough for a few hundred fps.
