Rx470 what is that? That is absolutely outdated or not, buy you a 580 or so. And you buy an i5 9600k, you can also overclock to 5 ghz

With the graphics card you will not get 300+ fps, especially not until 400 euro
If the i7 2600k has the same socket as the i5 2500k then yes and with this equipment you should reach a maximum of 135 fps. I'm going to look for a better one if you really want to have over 150 FPS.
