New I would put minimum on a Ryzen 1400 or similar (Intel i3 8 / 9gen) with a 1050 (ti) or a rx 560/570 and min 8gb ram
Total package should cost around the 400/500 minimum (new)
AMD based PC consisting of AMD CPU (Ryzen or Threadripper) and AMd graphics card. (Rx580, 590 or Vega 64)
At Intel google just go to Meltown, specter, TLS, Intel Me and you'll find tons of reasons why you should not use an intel CPU.
The Nvidia 2XXX graphics cards tend to fail either in 2080 or 2070, so it's not worth it to procure.
Other weaker graphics should not be bought from Nvidia because at present a counterfeit wave of fake graphics cards is still active. Some of them have their origins in China.
