I've been playing Fortnite for a few months and keep seeing videos on the Internet in which other players show their game settings, where it feels like you hit the opponents permanently…

Hence my question:

Is it legal to make these game settings so that, as I said, you hit your opponents permanently? (Of course without external programs…)

I use the ar or the rifle, almost every shot is a hit… Just aim, the weapons react to how you treat them

No one can legally do anything to you, but it is forbidden in the terms of use because you are gaining an unfair advantage. If you get caught, there's a threat of a ban.
