Can have different reasons.
It is possible that your individual components simply have loud fans, but it can also be that the airflow in your PC is poor and therefore they have to turn up extra loud. It was the same with me.
I also have fps drops from over 100 to under 20.
Full hd everything on low. Never had problems and no lag before that. Now all of a sudden I have drops below 20, which is extremely annoying.
