I was shot by an Ebay seller today. He had an ad for a Fortnite account. Since I have neither Paypal nor access to my bank account, I wanted to pay with PSC. So I gave him 150 euro Paysafecard and then he suddenly wrote that the codes would not work and he would not give the account. I know that they were not used, since I have 20min. Had previously bought. Now I'm poorer by 150 euro and wanted to ask what I can do now.

You should absolutely report it to eBay and also scan the receipt and send them.
Surely it can also be determined whether the codes have been redeemed and if so, even when.

Besides reporting to the police, I can't think of anything, the evidence is pretty thin. Must the police check if you can track the codes to him or if he was smart. At 150 euro I would not let that alone.
And really mean eBay or classifieds? The latter is quite anonymous, even stupid idea than ever.
Because buying accounts from foreign private sellers is always risky. Usually, the account holder can always claim ownership because the sale is not allowed and thus buyers are not legitimate new owners. He just has to pretend to have been hacked, then he has to prove that it's his account and you're out. So an Aloch-Vk can come synonymous if the transactions would have worked.
Oh and if you do the ad (goes online too), then do not say scamming but cheating. That's what you call it in Germany.
And fraud is punishable, even the attempt. In addition, civil law claims arise from the unfulfilled contract of sale.
