Is the lock directed at the person or how?

No, nothing would happen. Epic Games does not take a picture of your webcam and immediately sees when a person who is blocked on another account logs in on another PC and is also blocked.
The lock only applies to the account.
I guess, like most companies, it would most likely violate usage guidelines.

Trust me. No game locks the device that would make no sense. I was banned in Season 4 because I used Skinchanger and you just have to create a new Epic Games Account (pc) Ps Account (Ps4). That's how it was at least back then I don't play Fortnite anymore.
So is the person locked?
It doesn't work that way, I could play on my cellphone on the tablet on the ps4, only on the pc no longer, even if I had a different ip it would no longer work on the pc.
But that should work.
But that's not possible if I tell you ^^
