After assembling my PC system, I always did laggs and stuttering in the two titles Counter Strike: Global Offensive and Fortnite.
In Fortnite these are often with dances (or sounds) or when a lot is being built and in CS: GO mostly in deathmatch or competition or when I see opponents, I'm in the buy menu or I shoot or shoot myself.
Now for my hardware:
GPU: KFA2 GTX 1060 6gb OC
CPU: Ryzen 5 2600 six-core with CSL computer cooler
16gb ddr4 3200mhz RAM from HyperX
Mainboard: B450 gaming Plus Max from Msi (previously a320m-k)
I installed Win 10 pro on an SSD (120 gb) and another SSD with 240 gb and another 2 tb hdd in the system.

PS: Win 10 set up several times, all drivers are up to date, temperatures are right too…
Maybe one of you can get smart from the OSD:
Do you have the game on the lame HDD? That could be the cause.
HDD, as user Gsonz said, or the hard drive is overloaded! You can understand that in the task manager…
I saw half of the vid. But not a single lag.
Looks like the CPU is a little overloaded. Check out the Task Manager and see if there are any large programs running in the background. Or possibly carry out a virus test.
Did you turn on the XMP profile?
