Ryzen 5 1500 with RX 580 8GB?

I'm currently looking for a processor and the Ryzen 5 1500 is the best in my opinion at the price of 100 euro. Now my question goes well together or should I save around 50 euro-70 euro again for a 2600? Or you can just as easily play Fortnite / Gta / CSGO with the Ryzen 5 1500. And my power supply has 450 watts. Everything works? Ah, and can anyone recommend a motherboard for under 40 euro with a DDR 4 8-16GB RAM.
Just one last question:

Does it make a big difference between 8GB RAM and 16GB RAM?
