AMD Ryzen 9 3900x or i9 9900K to record at 1080p 60fps and to stream?

I have to choose one of the two so that I actually only want to record 1080p 60Fps and stream sometimes. The games I mainly record would be Fortnite and RainbowSixSiege and would like to know which motherboard would fit the two CPU s should also find good water cooling with at least 2 coolers and a good pump hope you can help me thanks and what I wanted to say is that I want to constantly create 240fps or get the most in the direction of it
