Everything on means
At 2080 Ti (comparable to 3070)
Average bottleneck percentage: 0.73%
At 1070 ti (My Current):
Average bottleneck percentage: 6.85%
Why are you asking the question twice?
At 1080p, your CPU will bottleneck often. But that's not really bad. There's no bottleneck for demanding games, but there's for something like Fortnite or CSGO. At 1440p there will be almost no bottleneck (no matter which game)

and all games will also run on 1440p

Partially. CPU-intensive games can cause a CPU bottleneck even in 1440p, but that should still be okay. With the RTX 3080, an i9 10900K can bottleneck every now and then, which is normal with such strong cards.
