The following components are installed in my PC,

CPU: Intel xeon w3520, 12GB ddr3 Ram, GTX 1060 6Gb

my question, could I continue to stream smoothly to the lowest settings? On lowest settings?

You could buy the NEN Xeon 5650, which would have at least 2 cores more so that you can stream much sooner

It will most likely not be enough for streaming. It's not just about the number of cores, but also about the performance and the processor is very slow…

The Xeon 5650 can be easily brought over the multicore performance of the i7 6700k and with that you could also stream well and not only in low quality
