I play Fortnite with a 80HZ monitor, unfortunately, the FPS fluctuate between 60-80 FPS although the GPU is usually only 60 percent busy, what is it? (All other components are not fully utilized and below 50 degrees)

Okay, weird. Is the PC running at peak performance? Latest graphics card drivers installed?

Otherwise, check that Vsync is disabled and set the fps to unlimited to test if 100% utilization can be achieved.
