Less fps with the same specs?

I'm going to take fortnite as a game because you can compare it with other grakas.

I recently saw that a Youtuber with the specs (rtx 2060 & ryzen 5 2600) had about 240 fps on everything and had 40-50% gpu utilization and 50-80% cpu utilization.

My question now is how does he have so much GPU and CPU utilization and I only have 10-20% GPU and 40-50% CPU utilization, and how did he manage that. Because with a 240hz monitor that would be nice.

An answer would be helpful

Because he probably pushed his graphics settings down. If you have this on epic it is clear that you have worse fps.
