Fps Low Steam cs go 117 then 0 then 117! Fortnite 240 FPS FIXED?

So as follows i have had a problem with my pc since yesterday.

Specs:

RTX 2080 TI

I9-9900k

16GB RAM

In Steam I have Fps drop, I have emptied everything, I even installed a format. Unfortunately, nothing helped. In Steam Launcher I played by scrolling lags but they are not normal lags but such as 60 fps then drop to 0 then back to 60 in all games I have the same inside I have fixed 300 fps then drop to 0 then again back to 300. I have to confess I wanted to test a game So I downloaded a crack, it went well but pc was noisy so I made it out of Pc and then the problems started with Steam. I have everything updated benchmark too everything is tested here are a few SS:

After formatting the pc, did you install all drivers again?

Well only graphic drivers otherwise I had everything on it I think hmm

So, did you really format the hard drive, so did you delete everything? Or are we talking about something else? Do you have radeon adrenaline or Geforce Experience?

Yes, but did you format it correctly, so that no data is left on the hard disk? And did you install geforce experience now or AMD Adrenaline?

Only had geforce experience so i formatted it as it is inside the windows formatted for sale

If something was broken I would have been to Fortnite e.g. Because I mean in cs 1.6 on steam it's fps locked to 240 and then 0 comes back to 240

I don't think it will be broken, but I don't know anything specific about the hardware or whether it is due to driver problems.
