Rich tuts, but your internet speed is the most important. And I would recommend to stream to 720p (recording is something else).
You do not need the best i9. A 4th generation i7 is also not the best choice for streaming.

I have a FX-8300 and even I manage to stream problem-free in Full HD and use several programs.
