Why do I only have as much gpu mhz as my settings need in the game?

I have a small problem and although my graphics card throttles their core clock so the Mhz based on my ingame settings, for example, in Fortnite I have everything on low and then stands at the top Msi afterburner menu stop 1500 mhz if I then make the settings but Epic stand there then just my normal

No have no Vsync and I already wrote Gtx 1070 from Gigabyte

That's my problem I just come to 120 fps and Cpu I have intel i7 7700k both cpu and gpu have only 30-40% utilization which is kind of weird and yesterday I had so still around 200 fps

There must be something on the software side. Either ingame the FPS are limited or by the driver or by Windows… I would just push in your place the most current driver over there… CPU clocks right?

Yes the driver… Are certainly bunch of stupid software who knows what to do garbage --- so yes, everything is possible
