You can set what you want. If that does not give away the software architecture of the application, then you can't change that. The core assignment under Windows is restrictive. That is, if you set about 4 cores, then the OS prevents the application from using other cores than using the 4 cores set. But that does not mean that these 4 are always fully utilized.

I strongly suspect that the recommended requirements are 144 fps. However, the graphics card is your main problem, which will change a lot to bring.

The recommended system configs usually aim for about 60 fps at medium to high settings, while the minimum requirements often just enough, so you do not have to perceive the game as a slideshow.

That you have to play low is due to the graphics card. CPU is important for physics and calculation of the gameplay. The GPU makes the quality of the presentation. Since the card is running at 100% for you, that's the limit.

Also, but to a lesser extent. The CPU feeds the GPU with data. If the GPU is at 100%, then the CPU can still be 100x fast, the GPU does not lag behind.

Or you live with the fact that you have to accept a few drawbacks especially in more recent games and buy cheap RX 580.
