I'm a student and am currently trying to put together a good and cheap PC.
I will use it mostly for Adobe Premiere, Photoshop and After Effects and sometimes that one
or other game such as. Play Fortnite or something similar.
I have already considered a configuration and now wondering what I could do to get more power or reduce the price.
I can no longer afford an SSD, because I do not want to spend more money and the cooler included in the Ryzen, I think so, because I will overclock him very little.

I look forward to your advice and your hopefully good suggestions!

The SSD is already important in such programs. If you let them go, it will last forever.
Wrong URL. So if you really want to overclock then the AMD Boxed cooler is only enough if you do not bother with noise and also not put so much emphasis on heat.
The link does not work unfortunately but with the described requirements I would use at least 8 GB Ram.
I would also recommend an SSD to you, as this is not much more expensive than an HDD but provides a multiple of the speed.
The cooler should I think enough synonymous, if you the volume of the PC is not so important.
Is a good setup. If you really want to save you can still bring a few euro to the motherboard (eg Gigabyte B450M S2H AMD B450 So.AM4 Dual Channel DDR mATX Retail). I would really recommend a SSD to you from experience.
