The eye of a hurricane is exactly in the middle of it, where there's absolutely no wind
In the eye of the storm means in the center (typically) of a hurricane, but is occasionally also used for other weather phenomena. Significance in a hurricane:
Sinking air up to the height of the peblo break
quasi windless
except for a few or thin-layered deep clouds, mostly stratocumulus, cloud-free
dry, free of precipitation
The eye is surrounded by one (or two) eye-walls with very powerful cumulonimbus clouds.
At the edge of the eye, very strong, extreme wind suddenly sets in as it penetrates the eye wall.
Storms rarely form real eyes. This only happens with stronger hurricanes, typhoons, tornadoes or super orcas. The eye is created by the turning movement of the storm. The air in the center sinks and the clouds dissolve. Furthermore there's no wind there.
The eye is not created by the turning movement of the storm, but by the lowering of the air in the center, everything else is correct.
The turning movement is the reason why the air sinks.
Not only, the matter is complex and has not yet been conclusively clarified. Otherwise every larger, rotating weather system such as a hurricane low would have to have such an eye.
In addition to the Coriolis force, other factors and forces play a necessary role for an eye to develop at all, such as vorticity, centrifugal force and various friction processes.
