What do you mean, how many truck drivers are caught daily because they play on the phone? And that's the smallest fraction of those who really play while driving! It did not even happen that this caused a serious accident - the same with the railway!
Feuwehr: The few occupational forces that exist in Germany are constantly being played during working hours. Any squads are always on call waiting for their next assignment. Some read, some sleep, some gamble, etc.
Rear garbage truck: no, but in front. There are always 2-3-4min for gambling.
Surgeon: what settles everything as office and talk time, although it would be free time…
Police on patrol: Passenger can play all the time and office hours: see surgeon.
