In my opinion that means that you complete a subscription, for which 4 Euro 99 cents allr seven days on the phone bill will be charged, so it costs something. Is that correct?

Do not do that, it never ends well.

They just want your number so that they can spam you with advertising.

they would pack you 4.99 every 7 days thereafter which would cost about 20 euro per month. The funny thing is that the actually used product does not even work.

Do not do that, it's scam

I've already fallen for something like this, you get 4.99 charged every month, from your phone bill, or your credit! I then called there, at Congstar and have disabled that I can be billed to 3rd bidder. Then the bills have stopped!
