I can't say why there are problems because you are very unspecific with problems. Ruckler, FPS Drops, rendering problems?
Control Panel is ALWAYS running anyway, this is just a software interface where the settings are controlled. The graphics card always reads the profiles and settings, even if the software is not running. It starts again and again, which is not bad, because it does not need any power.
Generally with FPS Drops etc: Look with the NVidia Inspector the values of your graphics card. Cooling CPU load and CLOCK rate. If the GPU is too hot, the GPU will slow down and you will experience stagnation / FPS Drops.
Is this installed directly above the southbridge and therefore gets additional heat? Does the graka get enough "fresh air", so fans are not clogged and the front of the PC allows air flow?

Your PC is very well equipped, so I only think of 2 things that could have an impact.
1.In the BIOS something is wrong
2.A hardware defect (obvious is the GTX1070 or a Ramriegel)

You're not saying exactly what problems you have here, no indication of how much FPS you have and whether the graphics card or the CPU is running at the limit (100% load).
The MSI Afterburner could show you such information in an overlay, but more important is how much FPS you have in each situation and that can show you many programs, including Nvidia itself. With Alt + Z, a menu should open from your Nvidia Driver in which you can set the FPS to be displayed to you, or where it should be on the screen then.

I also want to tell you that this is a PC and not a console. Here is always a game different than the other, which is why you always have to meet other graphics settings. The Nvidia suggestions are not a panacea, sometimes you can regulate the graphics much higher and sometimes you have to regulate them extremely down, which is why I always suggest manually to make the settings.

FPS Drops I have none, the games feel just spongy, processor and Graka are both not nearly busy (so still upwind) but also play low settings
