If you live in Austria, I know someone who builds you for about 400 euro a PC, which contains the following:
GTX 2080Ti WITH I7 PROCESSOR
1TB hard drive
240 SSD
12 GB of RAM
Perfect cooling.
Gta runs on it with about 140 FPS on medium settings and on high settings to about 80 - 90 FPS.
Fortnite with the highest settings 150 fps
PUBG I believe on medium settings 120 fps.
GTX 2080 Ti and without processor, yes ne is clear
It's best to build one yourself.
Buy used parts from reputable sellers on Ebay which are not broken and keep farther as soon as you have money together.
I built my PC for 95 euro, needed everything. Keyboard, mouse and monitor are not included in the price.
Meanwhile, I have expanded it so that I can play almost every game smoothly and with high fps on the highest settings.

For the budget you can possibly get an AMD Ryzen 3 with integrated graphics. With such a system you meet the minimum requirements of the games you mentioned.
