The age restriction applies only to the sale. Who plays in the end then, does not really matter. I doubt that anyone over 10 of such games will suffer any damage from it.

Fortnite is 12, so the 14 year old is allowed to play. Does not sound as if you knew that.
Find the grading correctly. If Assassin's creed is over 16, I find a grading from 12 for fortnite right. There are very few shooters over 12, including fortnite and splatoon.
This is done on cartoon style that you get through with 12. Reason is something like that so that as a child does not reflect on the real world.
But if a game is from 18 then you should not find 14 year old, of course. Well 1 or 2 years difference is not the problem.
