Clearly the 2nd (the 1650 is much faster than the 1050TI). Although you can get much better deals on the used market without an OEM motherboard.

Both trash cans but the 2nd one has the better GPU, i.e. The 2nd PC with GTX1650.

60FPS with both stable on medium setting at 1080p? NO

at least they are fair and write that no more than a GTX1650 is possible

Have seen gtx 1650 i5 fortnite gameplay and saw a constant 144 fps

Both absolute rubbish. Zero airflow and zero upgradeability. All the advantages that one normally has with the PC are not given here

That's not meant badly, but I can watch this live under real conditions and pass on what I can then test here.
But if you think an i5-2500 with a GTX1650 can do it, go for it.

And one more small note, before I had a Dell Vostro 260 with 8GB DDR3 RAM and an i5-2500 and GTX1050ti running and it was possible to play just under 60FPS on a medium setting at 900p.
Hence the exchange for the Ryzen 3100 and GTX1650 with 8GB DDR4
