You should get a better CPU if you really want to play the game at 240 FPS.
Depending on how much budget you want to spend on a CPU, I recommend the R5 3600. Because the price-performance ratio is significantly better than your current one. It costs just under 20 euro less and still gives you 22% more power, which you will notice a significant difference in the number of FPS.

It is certainly the CPU, because this is the limiting factor, your graphics card does not get enough data from the CPU, so it almost falls asleep. Do not buy a Ryzen 5, it is simply not future-proof with its 6 cores. Better than R7, but more future. Threads are irrelevant, because in games you no longer achieve FPS.
