I'm a beginner and am looking for used gaming PCs on eBay K.
I mainly play Fortnite and would like to get over 130 fps, possible? Ps: have a 144 hz monitor and play low Fortnite

The PC would handle it easily. But it's an extremely low price when you consider that the graphics card alone currently costs around 500 euro. Would only buy it if I could pick it up. Otherwise it could be a scam.
Here is a benchmark with the graphics card
130 fps shouldn't be a problem. But as ghstx1337 has already said, at the price I would pick it up and see if it really is what it says. Actually, the gtx 1660 alone costs around 400 euro. At least for now.
But in itself this is a well-put together PC. I have a similar constellation and that's still good enough for full HD gaming
