And I'm going to rebuild my computer, and wanted to know if I can get a FPS of 240 with these components, if the settings are set to very low. Maybe suggestions what I could improve.

Not a Fortnite expert but why do you want 240 FPS in Fortnite?
I was playing Fortnite on the Ps4 console back then and I had only 60 Hz. When I switched to Pc later and had 144 Hz, I noticed the difference enormously.
You can react better, see and aim for everything.
Have a 240Hz monitor and want to get the maximum performance. I see how many play the game with 240Hz, and that looks so blatantly liquid.

Whether the Rtx 2080 is actually better than the GTX 1080ti, I doubt it.
In some respects yes, but not in the overall performance. The Rtx2080ti, on the other hand, is enormously superior and blows both away.
