This can happen depending on the CPU and the game.
Guild wars 2 is z. B. Extremely CPU-heavy and promotes a high single-core performance.
The witcher 3, on the other hand, is much more gpu-heavy.
It is generally normal that some games load the CPU and sometimes the GPU more.
This happens when the CPU or GPU runs into the limit.
What strikes me in your case is that you have 100% CPU usage, but only 71.8% in Fortnite. Where's the rest?
All the background apps from the system. Eg my system takes 15% and some other things take 4% or so individually
Then try to reduce all processes.

Your CPU is just not the best, your GPU (graphics card) is not what you want, but it works. Better than one of them is 100%.
