Your calculator is a bit oldschool, but I suspect that it is not micro-stutters in the strict sense, but inconsistent frametimes paired with tearing me. Since you probably gamble without Vsync and have a 60 Hz monitor.
In this case, you either have to cap the FPS or activate Vsync, which would not be effective (input lag problem).
I do not play Fortnite myself and I do not know if there's such an option. However, you could indeed lure the FPS to a pretty crooked value. 59.3 FPS in conjunction with Vsync would be a compromise for under-performing systems. The input lag is limited and the micro-bumps are reduced to a minimum.
With more power 120 FPS would not be bad, this would still look very smooth without Vsync and would further minimize the input lag.
Ideal would be a 144 Hz display. There would hardly be any problems anymore.
