i5's are quite ok for gaming etc. But for streaming and gambling at the same time they are hardly usable.
Your internet line has only 400k download, no 400k upload.

To stream a stream in FullHD and then in 60FPS takes a lot of power and a 4-core processor is never enough. My brother is also streaming and has an i7-7700 sograr. Nevertheless, it is over at about 720p, because the processor is then loaded with almost 100%.
The easiest solution would be an Elgato Game Capture HD60 Pro. This takes over the rendering and your CPU is relieved.
Why do not you just stream over Shadowplay if you already have an Nvidia graphics card? Your processor will not be heavily loaded. And your graphics card not much more.
