Why don't some games (including Apex Legends) work?

Disclaimer: This is my first computer and the first time that I'm installing a new part.

For all games that do not want to tackle this error message appears: "Startup Failure | This video device failed to initialize because it doesn't support the required features. This game requires a DirectX 11.0 feature level video card."

If I understand it correctly, I need a GPU that supports this version of DirectX. I tried to update my previous graphics card several times, but then decided that I need a new video card. And so for Christmas I got the Amd Radeon Saphire RX 590, which should be able to play such games. "DirectX 12 Optimized" is also on the packaging. But despite the new graphics card, the problems remained.

At first I tried to download the graphics card operating system several times. And it seemed like it worked. Still, Apex didn't work. After that I tried to update DirectX myself, but they thought my version of DirectX would be up to date. After a little more information I decided to update my Windows, but even after the update I had no success. The only thing I could imagine is that the operating system of my old graphics card is still affecting my computer.

If it helps, the "newest" games that work on my PC are Fortnite and Dauntless.
