Did you install the cooler correctly? Which coolant and how much?
The cooler must be installed with the correct contact pressure and exactly straight with a thin layer of cooling paste, just do not apply too much.

I had the same problem with the previous CPU after a while, the CPU turned itself off due to overheating protection, I ignored this problem for too long (until the CPU broke) if you google the internet you can quickly find out that the boxed coolers of most of the ryzen CPUs are too weak to keep the CPUs cool under load I would recommend you to see if the fan is installed correctly if you used the standard thermal paste I would also recommend replacing them with a new one and If all of this doesn't work, I would recommend you to buy a new fan, such as the darkrock slim or the darkrock 4, I hope I could help you
There's not necessarily a loss of performance. If you change the voltage only slightly, the clock can often be maintained, sometimes there may even be a slight increase in performance because the CPU does not have to slow down due to thermal conditions.
Basically, I would recommend a new cooler. The boxed coolers are usually not exactly the best. Also in terms of volume.
So, from the screenshot I can see no problem, EDC must be high, under load, otherwise it could not clock up. You are almost in the power target and still have some room for improvement. Not that the temps are good, but it's not problematic.
