This is due to the calculation of the CPU utilization. An example, when a core is scrubbing itself and one is idling, the CPU utilization is given as 50%. But when the wolf-scrubbing core calculates a process that is important for the graphics card, it can't do more than the CPU delivers here. So both units can have an identical displayed load, although the CPU is currently the bottleneck.
