Gaming monitor, price, performance etc?

Soon in 1 month, my brother's birthday. He is 11, his grades are awesome

And he would like to have a gaming PC for his room as he is currently playing on our TV

He likes to play PS4 or Fortnite, Gta, Call of Duty, Tomb Rider etc.

And I would like to be able to play Sims 4 from time to time. (I actually played on the leptop but noticed that will not work)

My question would be, what does it matter, what graphics should the monitor have? Do you have any recommendations? Do you need a PC? Etc. Everything around it.

As you already noticed, I do not know it. The most important thing is that it is cheap. We can't spend 600 euro for it.
