I have very strong FPS drops and strong stuttering. Today, while I was playing (warzone, fortnite) I took a closer look at the Task Manager, but saw no problems. (GPU 1070 ti 70 degrees 10% loaded max.) (cpu ryzen 5 2600 max 90% utilization. Avg: 65%, but the utilization fluctuates very strongly. The temp was normal). What could be the problem? I can't really play with it.

Tomorrow I'll get a new Ddr4 RAM (corsair rgb 3200 mhz), and next week Ryzen 7 2700x
Sounds like cpu limit the fast ram is already good (don't forget to load xmp profile in the BIOS) but I'm not sure whether the new CPU gives a big leap in performance… Pay attention to the voltage-changing temperatures after assembly (hhomework info shows you the e.g. The two more cores also want more power!
What is xmp profile? I don't know my way around bios.
Have you ever benchmarked the CPU?
This is like an automatic overclocking mode for the RAM. For example, if you buy 3200 MHz RAM then it only runs at 2000 something by default. Only when you turn on Xmp does it run at 3200
